BAB Longitudinal Evaluation Reporting Technical Support 

 

Background:

Social Impact is implementing the USAID/Somalia’s Evaluation, Learning, and Monitoring Initiative (ELMI) Activity which provides support for monitoring, evaluation, and program related support services to USAID/Somalia (the Mission). The current USAID strategy for Somalia aims to build a durable foundation for a more stable, democratic, and prosperous Somalia in three primary technical areas: (1) democracy, stabilization, and governance; (2) social services; and (3) economic growth. USAID/Somalia is implementing approximately $60 million annually in activities across these three technical areas. 

Under the Social Services office, USAID has partnered with Creative Associates International Inc. to implement an accelerated basic education (ABE) Activity called Bar Ama Baro (BAB). The Activity has been implemented since October 2019 and LASER has been contracted to provide external evaluation support to measure the effectiveness of the program. To achieve this, LASER conducted a two-year longitudinal evaluation study of the Bar Ama Baro (BAB) project in Somalia that examined (1) BAB effectiveness, (2) learning outcomes of diverse students in BAB and formal primary education classes, and (3) lessons learned for sustainability and scalability. The data derives from focus group discussions (74), Key Informant interviews (127), student surveys and learning assessments (939), teacher surveys (49), and exit surveys with parents and caregivers of non-retained students (665). LASER will be giving two presentations, one to the USAID/Somalia Mission and larger education community and one to the IP of the new Accelerated Basic Education Activity as well as interested education donors. 

Purpose and Objectives of the Study 

The purpose of the assignment is to provide technical support to Laser to package the collected data in a manner that can be easily disseminated to various audience, including USAID and other education actors in Somalia. This technical support will be in the form of feedback and guidance to LASER team on final presentation to Mission Staff, Education Donor Group and the implementing partner (IP) of new Accelerated Basic Education Activity. The guidance and feedback should ensure that LASER’s presentation is designed in a way that is accessible and digestible.  

Specific Tasks: 

The consultant will undertake the following specific tasks:  

  1. Read LASER endline evaluation report and identify key areas that should be highlighted in the presentation 

  1. Provide guidance on two presentations as follows:  

  1. Presentation 1 (45 minutes) - focus on telling the story of the BAB learners, high-level findings and highlight why this is important for Somalia.  

  1. Presentation 2 (1 hour) - focus on recommendation and lessons learned that the new IP should consider while starting the new accelerated basic education activity. 

Deliverables: 

The consultant will produce the following deliverables and submit them to the ELMI COP: 

  • Summary of key areas that should be covered in the two presentations. 

  • Power Point presentation to USAID containing high level findings on the impact of the education activity on learners 

  • Power Point presentation covering recommendations and lessons learned for the new accelerated basic education activity. 

Period of Performance: 

The anticipated period of performance is on or about May 3, 2024 - June 28, 2024. 

Qualifications 

  • Advanced university degree in education or any relevant degree in humanities and social sciences. 

  • At least 5 years’ experience in research within the Somalia context or any similar context. 

  • Knowledge and experience of Somalia context and USAID education portfolio. 

  • Strong understanding of the Somalia education programs and actors. 

Level of Effort: 

The level of effort for this assignment is approximately six (6) days as follows:
